Useful site for checking a sites popularity. Entering an URL returns backward link popularity results for a number of the major search engines. Useful for monitoring a sites progress in terms of popularity.
Lots of how to tutorials. If the tutorials don't work for you, there are a number of on-line code generators. And if that's not what you're looking for, how about a quick look at where your page ranks. Only drawback to this site is it's have graphic interface. It looks like something out of 2001, but the information it contains is worth the download time.
Not a lot to say about W3C, the definitive resource on all things web. I live by the tools on this site to ensure my site is up to standards. In the process of using these tools, I learned to write good code instead of relying on software like Dreamweaver, Namo etc.
This site offers a number of CSS resources including a CSS Resource feed. It is a site where the owner fulfilled a personal need to have a site where he could access a list of links to the best CSS sites on the web and from which his "CSS creatively could be inspired" – and there is ample inspiration on this site? There is also a CSS Vault news feed.

Not a lot to say about W3C, the definitive resource on all things web. The CSS section provides lots of standards as well as a CSS validator. If you get validation from the W3C validator, chances are, it will work across all browsers.
